I agree, and to push it a little further most of the times is not even about transferability directly but about learning and solving problems. They reject or ignore a candidate because he/she didn't have experience with a specific tool or didn't solve exactly the same problem that the company has, both of these things would take a competent engineer around a week to catch up and wrap his head around. Somehow the recruiting people forgot that it wasn't about knowing but learning and if you can't afford to give someone 1 or 2 weeks on the job to learn something it's probably to late to hire altogether.
